Mission Statement:
To operate and maintain a 3.4 MGD wastewater treatment facility, to produce the highest quality effluent possible, to assure that our discharge meets all state and federal requirements, to treat the waste to a point where there is no harmful impact to the environment, and maintain a level of treatment that will cause no harm to the general public.
Recent Accomplishments:
During the year, the Department expanded the Pre-Treatment program to include a Pre-Treatment Coordinator and has begun
regular inspections and monitoring of all non-residential connections to the Marion System.
Controls on the headworks system have been restructured. While it is still too early to have sufficient field data, it appears that
total plant electrical consumption will be reduced by approximately 1% and there will be an equipment savings in run time and
normal wear out of about 85%.
The Department continued to work with neighbors with odor complaints. The odor is confined to a neighborhood with approximately
a half dozen houses, and occurs only when there is a thermal inversion. Departmental staff have worked with the Virginia Department
of Environmental Protection and a consulting engineer, as well as trying a number of operational changes ona prototype basis. Most
successful was the removal of the bio-cell from active use. This was intended to reduce the amount of volatile matter leaving the plant.
It is important to note that at current operating levels, this part of the treatment process may be eliminated and still meet all state
mandated requirements; however, as the amount of waste water which the plant treats increases, it will be necessary to bring the bio-
cell back into operation in order to continue to meet statutory water quality standards.
Operated within State and Federal Guidelines with no Notices of Violation issued to the Town.
Made changes in pump cycling which resulted in an electrical savings of approximately 5%.
Designed and replaced the Washington Avenue Lift Station.
The Department also made modifications to the anaerobic digester which resulted in an increased gas production and a consulate reduction in the
amount of boiler fuel purchased.
Goals:
To restructure controls on headwork system to produce additional electrical savings, and increased pump life.
To establish surcharges for the Pretreatment Program.
To work with Smyth County to make the billing structure more efficient and reliable.
To continue staff training and upgrade of operator certifications.
To train each operator to meet the requirements of the National Environmental Laboratory Accreditation Certification.
To implement a work environment based on "See No Problem, Have No Problem."
