Minutes of a Special Meeting of the Town Council of the Town of Marion, Virginia held at the Municipal Building, on June 30, 2008 at 5:00 p.m.

 

PRESENT: Mayor David P. Helms, Eugene Hendrick, Herbert Clay, Mark Warren., Mel Leaman, Ken Heath, Dr. James Gates,  and Mrs. Jennings, Council Members; John E. B. Clark, Jr., Town Manager; Assistant Town Manager/Town Engineer;  B. J. Hamm, Purchasing Agent;  and Dixie Sheets, Town Clerk/Director of Finance.

 

INVOCATION/PLEDGE TO THE FLAG: Mr. Warren rendered the invocation and the Pledge to the flag was lead by Vice-Mayor Hendrick.

 

VISITORS:  Letitia Hendrick, Council Member-Elect Bill Weaver

 

RECOGNITION OF COUNCIL MEMBERS HENDRICK AND CLAY:   Mayor Helms presented W. Eugene Hendrick with a plaque commending him for 16 years of service on Marion Town Council.   Four of these years, he served as Vice-Mayor.    Mayor Helms also presented Herbert Clay with a plaque expressing the Town’s appreciation for four years of service on Marion Town Council.  

 

PAYMENTS OF 2007-2008 ACCOUNTS ON HAND:   Upon motion of Dr. Gates, seconded by Leaman and vote of 7 AYES and 0 NOES, the accounts were approved for payment.  Messrs Hendrick, Clay, Heath, Leaman, Warren, Dr. Gates and Mrs. Jennings voted affirmatively. 

 

SET TAX LEVY:  Upon motion of Dr. Gates, seconded by Mrs. Jennings and vote of 6 AYES and 1 ABSTENTION (Warren), the following order was entered:

 

BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF MARION, VIRGINIA; THAT pursuant to the Town Charter, the following taxes be levied for the necessary and proper management and expenses of the Town of Marion, Virginia for the fiscal year beginning July 1, 2008

(1)               Upon all real estate (including mobile homes) in the Town of Marion, Virginia, $0.15 per $100.00 of assessed value.  Upon motion of Dr. Gates, seconded by Mr. Clay and vote of 7 AYES and 0 NOES, Council approved the same. 

(2)               Upon all tangible personal property in the Town of Marion, Virginia, $0.29 per $100.00 of assessed value.  Upon motion of Dr. Gates, seconded by Mr. Clay and vote of 7 AYES and 0 NOES, Council approved the same.

(3)               Upon all machinery and tools within the Town of Marion, Virginia, $0.29 per $100.00 of assessed value.   Upon motion of Dr. Gates, seconded by Mr. Clay and vote of 7 AYES and 0 NOES, Council approved the same.

(4)               Upon all property within the Special tax District of the Town of Marion, Virginia, $0.15 per $100.00 of assessed value.  Upon motion of Dr. Gates, seconded by Mr. Clay and vote of 6 AYES and 1 ABSTENTION (Heath), Council approved the same.

ADOPTION OF THE TOWN OF MARION 2008-2009 ANNUAL BUDGET:   It was noted that this budget includes a 10% increase in Town water and sewer rates.  Upon motion of Dr, Gates, seconded by Mr. Leaman, and vote of 5 AYES and 2 ABSTENTIONS (Mr. Heath for TV-3 and Downtown items and Mr. Leaman for Smyth County Free Clinic), the 2008-2009 Budget was approved as presented in the amount of $8,247,301.  Messrs Hendrick, Clay, Warren, Dr. Gates and Mrs. Jennings voted affirmatively.

 

Upon motion, duly seconded and vote of 7 AYES and 0 NOES, the meeting was adjourned.
