Minutes of a Special Meeting of the Town Council of the Town of Marion, Virginia held in the Municipal Building on June 30, 2010 at 5:15 p.m.

 

PRESENT:  Mayor David P. Helms, Council Members; Suzanne Jennings, Jane Hale, Bill Weaver, Mel Leaman, Buford Cregger, Eugene Hendrick, Council Members Elect; Jim Barker, Jim Owens, Town Manager John E. B. Clark, Jr., Town Attorney Mark Fenyk, Purchasing Agent Billy J. Hamm, Town Clerk/Director of Finance Susan H. Clark, Deputy Town Clerk/Deputy Director of Finance Cindy Stanley.

 

INVOCATION/PLEDGE TO THE FLAG:  Mrs. Jennings rendered the invocation and Mayor Helms led the Pledge to the Flag.

 

VISITORS:  None

 

ADOPTION OF 2010-2011 BUDGET:  Mr. Hendrick stated that the Budget included too much spending in the Community Development Department and that he felt that less spending would enable the Town to keep the tax rates and water/sewer increases lower.  Mrs. Jennings added that the Lincoln Theatre could incorporate more performances into the yearly program venue and not depend as much on donations from outside sources for support.  Upon motion of Mr. Leaman, seconded by Mrs. Jennings and vote of 4 AYES, 0 NOES and 2 ABSTENTIONS (Cregger, Hendrick), the 2010-2011 Annual Budget was adopted in the amount of $8,048,702.

 

The budget includes the following:

            Water/Sewer Rates increase 5%

            Meals Tax Rate increase to 7%

            Lodging Tax Rate increase to 6%

 

PAYMENT OF ACCOUNTS ON HAND:  Mr. Weaver moved that the accounts be paid from the General Fund in the amount of $528,668.25.  The motion was seconded by Mr. Leaman and approved by a vote of 4 AYES, 0 NOES and 2 ABSTENTIONS (Cregger, Hendrick).  Mrs. Jennings, Mrs. Hale, Messrs Weaver and Leaman voted affirmatively.

 

SET TAX LEVY:

            BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF MARION, VIRGINIA; that pursuant to the Town Charter, the following taxes be levied for the necessary and proper management and expenses of the Town of Marion, Virginia for the fiscal year beginning July 1, 2010:

(1)               Upon all Real Estate (including Mobile Homes) in the Town of Marion, Virginia $0.15 per $100.00 of assessed value.

(2)               Upon all tangible Personal Property in the Town of Marion, Virginia

            $0.35 per $100.00 of assessed value.

(3)               Upon all Machinery and Tools within the Town of Marion, Virginia, $0.35 per $100.00 of assessed value.

(4)               Upon all property within the Special Tax District of the Town of Marion, Virginia, $0.15 per $100.00 of assessed value.

 

Upon motion of Mrs. Jennings, seconded by Mr. Weaver and vote of 4 AYES, 0 NOES and 2 ABSTENTIONS (Cregger, Hendrick), item (1) 2010-2011 Tax Levy for Real Estate was approved.

Upon motion of Mrs. Jennings, seconded by Mr. Weaver and vote of 4 AYES, 0 NOES and 2 ABSTENTIONS (Cregger, Hendrick), item (2) 2010-2011Tax Levy for Personal Property was approved.

Upon motion of Mrs. Jennings, seconded by Mr. Weaver and vote of 4 AYES, 0 NOES and 2 ABSTENTIONS (Cregger, Hendrick) item (3) 2010-2011Tax Levy Machinery and Tools was approved.

Upon motion of Mrs. Jennings, seconded by Mrs. Hale and vote of 4 AYES, 0 NOES and 2 ABSTENTIONS (Cregger, Hendrick) item (4) 2010-2011 Tax Levy for Special Tax District was approved.

 

Mr. Cregger and Mr. Hendrick thanked Council Members for appointing them to fill the un-expired terms of Mr. Heath and Mr. Warren.

           

Upon motion, duly seconded and vote of 6 AYES and 0 NOES, the meeting was adjourned.
